A minute's silence was observed in memory of two pillars of the north Norfolk community who died earlier this year.
The around 70 attendees at North Norfolk District Council's full council meeting on Wednesday stood in tribute to Terry Nolan, who died on January 16 aged 84, and Philip High, who died on February 3, aged 74.
Mr Nolan, from Cromer, and was the council's chief executive and Mr High, from Holt, was a district councillor and both were heavily involved in sport and public life in their communities for decades.
Nicholas Coppack, council chairman, said both men were sorely missed.
Mr Coppack said Mr High was 'light in touch but heavy in commitment to his constituents', and Mr Nolan had 'made a mammoth commitment in his time in office'.
Mr High is remembered as being a champion of housing association residents, and Mr Nolan was known to have 'pursued each job with vigour and passion'.
