The North Norfolk District Council has assured visitors to Walcott beach after they raised concerns over a large amount of black liquid spotted streaming onto the sand.
Walkers noticed the oil-like substance on January 18, and said the substance was odourless.
However, NNDC officers visited the scene and said that the debris was just natural debris caused by a nearby highways drainage flush-out.
The NNDC officers were happy that no unnatural substances or rubbish were entering the water.
The tide washed it away later that day.
