The accident involving a 32-year-old man happened on the beach at Mundesley on Sunday just after 3pm.
An off-duty paramedic from the East of England Ambulance Service and the East Anglian Air Ambulance were called on to help.
A spokeswoman for the ambulance service said the man had told the ambulance crew the accident had happened after the kite hit his leg. Witnesses to the incident also reported seeing the man fall from two metres in the air while flying the kite.
The man was taken to the Norfolk and Norwich University Hospital by the air ambulance.
